From principles to practice: Uzbekistan deepens engagement with Codex Alimentarius

Experts, policymakers, and stakeholders from across Uzbekistan and abroad gathered on 23 September 2025 in Tashkent for a workshop on harmonization of the national food safety regulatory framework with Codex Alimentarius. The event sought to strengthen Uzbekistan’s role in Codex Alimentarius and to encourage greater alignment of national regulations with international food safety standards.

The workshop opened with welcome remarks by the hosts represented respectively by Mr Nurmat Atabekov, First Deputy Chairman of the Uzbekistan Committee for Sanitary and Epidemiologic Welfare and Public Health and Mrs. Alfiya Musina, Executive Director of the Uzbekistan Beverage and Juice Producers Association.

Dr Sarah Cahill, Codex Secretary, offered a snapshot of Codex’ wide-ranging work, noting that the sheer variety of activities can make it challenging to set priorities. She encouraged drawing on guidance such as the FAO/WHO Diagnostic tool to identify priorities and channel engagement effectively. Dr Betül Vazgeçer, Vice-Chairperson of the Codex Alimentarius Commission, further stressed the vital role of active participation in Codex committees and working groups.

Ms Anne Beutling, Chairperson of CCEURO, Germany, highlighted current priorities of Germany as Regional Coordinator for Europe and provided a roadmap for enhancing engagement.

“Uzbekistan`s journey towards more active Codex membership in an important priority for us. Numerous opportunities for capacity building exist- globally, regionally and through individual CCEURO Members – Germany is ready to work together and help translate commitment into practice” she noted.

The event also covered Uzbekistan’s reforms in the food safety regulatory system, the role of risk assessment in regulation, and science-based approaches to decision-making.

Mr Atabekov remarked “Uzbekistan is determined to make its food safety regulatory framework fit for purpose as we move towards WTO accession. Workshops like this are vital in helping us align with Codex standards and build confidence in our system.”

In the closing exchange, participants raised questions on how to counter misinformation in risk communication, the importance of also engaging environmental stakeholders when introducing regulatory changes, and lessons that can be learned from other European members.

The event highlights Uzbekistan’s commitment to Codex Alimentarius and the shared efforts of partners to strengthen food safety governance.
